There's a guy in Novigrad announcing the race though, from the videos and walkthroughs I've looked at, there's supposed to be a nearby table to pick up an invitation - but there's no table at all near him, just a chair. Erasmus Race quest was not marked as completed I just finished quest "Race: The Great Erasmus Vegelbud Memorial Derby" (in one go, at that), but it was not marked as completed, even though all it's part are green in quest log.
